According to GoalEurope, a leading Eastern Europe advisory firm, over the past three years Ukraine has made a significant breakthrough and become one of the most attractive outsourcing destinations in Europe.
Ukraine, with its second largest Eastern European population after Russia and a legacy of success-focused entrepreneurs and Soviet science, has established a broad offshore outsourcing market in the period from 2004 to 2007. As estimated in 2006, Ukraine’s offshore outsourcing market reached $246 million and grew 47% as compared to the past years with nearly 30,000 IT graduates enriching the talent pool.
Although it is commonly known that Poland and other new EU members do not seek qualified IT talent from Ukraine, Germany already recognizes the outsourcing potential and opportunities of Ukraine. Six percent of all Ukraine’s offshore outsourcing resources are employed by German customers. According to GoalEurope research findings, 6%

Both Western European and US companies can benefit from visa-free regime that Ukraine established with North America and EU and geographical proximity to Europe. Ukraine’s recent changes in the government have not affected much its outsourcing business. Another factor playing an important role in Ukraine’s development as a successful outsourcing destination is the government’s intention to increase education budget to 6.5 % of GDP.
